Background
To take advantage of resources that are available to us today we must adopt them successfully. We must absorb vast amounts of information about new products, markets and competition. While the Internet offers many opportunities, it also presents challenges. The challenge is to close the gap between traditional methods and that of online learning. Keeping up with the pace of change is also an important aspect in training and education as traditional methods are not flexible enough to address the growing gaps in skills and knowledge.

E-learning is a revolutionary way to educate and train users to keep up with a rapidly changing market. Users are able to quickly learn new skills, update old skills, and assimilate vast amounts of information. Those people with the greatest knowledge, skills, and ability to efficiently create and share information are most likely to succeed in the knowledge-based Internet environment.

The new partnership between tic and Cisco Learning Institute (CLI) is the basis of the Advance project - a European Social Fund (ESF) and Learning Skills Council (LSC) co-funded programme awarded to the Technology Innovation Centre. As part of the Advance project, tic creates manufacture-related training modules to be delivered to further education institutes.

Aims
To develop collaboration between partners from Higher and Further education, who in conjunction with industry and skills councils will address the skills shortages in the West Midlands region by the utilisation of the medium of e-learning, blended learning and a Virtual Learning Environment (VLE).

Objectives
  • To develop a storage and delivery medium, capable of supplying a variety of e-learning material to industry and training / academic Institutions.
  • To develop a structure to deliver a range of programmes through an e-learning portal.
  • To develop NVQ or equivalent e-learning materials to support underpinning knowledge and development of competence from level 2 through to level 4, in a range of subject areas.
  • To develop a range of vocational programmes into an e-learning format.
  • To develop an e-learning strategy in conjunction with sector skills councils and other interested bodies.
Customers
The tic draws upon strong partnerships with national and international industry, small and medium sized enterprises, commerce, universities, schools and research institutes. Working in partnership with CLI, the tic leverages the robust enterprise and assessment features of Virtuoso to serve its client base. The tic also works in conjunction with industry and skills councils to meet the skills shortages in the West Midlands. This will be achieved by creating E-learning content for customers, mentioned below:

Virtuoso - Advanced Project
The tic in collaboration with Further Education institutions was tasked to deliver 10 modules, providing 10 hours of online learning for each module. Traditional classroom material was re-purposed and delivered in an online-context as blended learning.

The professional relationship and mutual understanding between tic and colleges involved in the project has so far deemed the project to be a success. Collaboration between Subject Matter Experts (SME's) and the development team enable content to be created accurately and robustly, while maintaining standards to ensure students benefit from the material created.

The tic, a Cisco Training Academy chose to use CLI's online distance learning software, Virtuoso. It encompasses three modular components for authoring, delivering, and managing dynamic, web-accessible learning content and advanced assessments. It is designed to provide a comprehensive e-learning platform focusing on collaboration, reusability, interactivity, personalised feedback and content caching for global e-learning.

This unique software program has been derived from Cisco's extensive experience through its own online distance training over several years. Distance e-learning strategies, such as Virtuoso have ensured global consistency. Virtuoso was made available by the recently formed CLI Corporation. It is a commercial platform that provides end-users with online learning programmes.

The E-Learning Creative Development team at tic develop rich-media content utilising Macromedia Flash and ActionScript, building content through the use of storyboards developed in partnership between the SME's and tic's storyboard designers.
